The administration and management of these areas fall under the jurisdiction of the Office of Wildlife Management, a subsidiary of the Ministry of the Environment and Natural Resources (MARN). Even though the first two reserves were created in March of 2000, and the third one in February of 2001, the MARN has still not revealed the existence of these areas to Venezuelans, which remain largely unknown even to conservationists in the country. These reserves protect three wetlands located at various points along Venezuela&#8217;s Caribbean shore and serve as unique refuges for numerous bird and vertebrate species, some of which are critically endangered.<\/p><p>The Esteros de Camaguan Reserve covers an area of 19,300 ha in the state of Guarico. Located in the interior plain region, known as the Llanos, the reserve contains breeding grounds for a great number of aquatic birds, both resident and migratory. It is also important habitat for fish species, which are of great economic value in the region.<\/p><p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <img decoding=\"async\" class=\"alignnone size-full wp-image-1687\" src=\"https:\/\/beta10.technodreamcenter.com\/parkswatch.org\/wp-content\/uploads\/2025\/02\/ven3_web.jpg\" alt=\"\" width=\"221\" height=\"170\" \/><br \/><span style=\"font-size: xx-small;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0Reserva de Fauna Silvestre Esteros de Camagu\u00e1n (Fuente: MARN)<\/span><\/p><p align=\"left\">The second reserve is composed of two units: Ci\u00e9naga de la Palmita (2,500 ha) and Isla de P\u00e1jaros (25.85 ha), located near the community of Palmarejo on the eastern shore of Lake Maracaibo in the state of Zulia. The main objective in the creation of this reserve was to set aside critical habitat for various bird species, important either as game species or because they are facing extinction.<\/p><p>The Grand Morichal Wildlife Reserve (129,700 ha) is located in the states of Monagas and Delta Amacuro. The creation of this reserve will increase the proportion of morichal ecosystems under protection in Venezuela as well as of its associated species, including the Amazon parrot (<i>Amanzona<\/i> sp.), macaw (<i>Ara<\/i> sp.), manatee (<i>Trichechus manatus<\/i>), peccary (<i>Tayassu<\/i> sp.), paca (<i>Agouti paca<\/i>), white-tailed deer (<i>Odocoileus virginianus<\/i>), tapir (<i>Tapirus terrestris<\/i>), estuarine dolphin (<i>Sotalia fluviatilis<\/i>), South American river dolphin (<i>Inia geofrensis<\/i>), and the spectacled caiman (<i>Caiman cocodrilus<\/i>). The MARN intends to develop management programs for the local fauna. An inventory of all vertebrate species and the preliminary assessment of the various uses made of them by the local communities are available at the Direction for Faunal Studies and Inventories of the MARN. The oil exploration activities taking place near the reserve are of particular concern and should be closely monitored.<\/p><p>The Wildlife Reserve category allows for certain uses as long as these are carried out in a sustainable way, considering both the economic aspects and the conservation of local natural resources. In the decrees that led to their creation, the Ministry of the Environment committed itself to delineating the reserves&#8217; boundaries within one year and presenting an ordinance plan within two. Neither of these commitments has been fulfilled.<\/p><p>It is particularly important that these commitments be fulfilled if these reserves are to avoid becoming what are generally referred to as &#8220;paper parks,&#8221; a name given to protected areas that are legally protected but enjoy minimal or no actual protection on the ground. The MARN should also put increased emphasis on the promotion of these new areas and on raising the environmental awareness of local communities and the general public alike, especially with regard to the intrinsic value of these natural areas.
